1. Call to Order - Dr. Johnson
2. March Minutes - read and approved per consensus.
3. Parent Involvement Survey – Luke received 35 responses to the Parent Survey. This survey was attached to the school newsletter and sent home with students. It is also available on the Luke website. 34 responses were favorable. One survey indicated a need for improvement in some areas. Dr. Johnson recommended that next year a column be added to the survey so parents could write comments.
4. Dysart Family Resource Center-is working on communicating with the community to promote and share what services they provide and who they serve.
5. Staffing for 2010-2011: Kindergarten, third, and sixth grade will have one less position/classroom. Second grade will have one more class. First, fourth, fifth, seventh, and eighth grades will stay the same. Special Education and P.E. will cut a (.5) half time position. The Reading Coach and Instructional Coach positions will be combined into one position and renamed Instructional Growth Coach. The 21rst Century Grant for our school counselor expired, eliminating that position.
6. District Budget Update-The Dysart School Board passed a resolution for reductions for the 2010-2011 school year. This is posted on the DUSD website. DUSD has already cut $48 million from its budget. Budget cuts for next school year are a result of the recent state budget passed by the AZ State Legislature. Unfortunately, the upcoming education budget cuts will impact other items in the district budget. With the reduction of state level funding to Dysart, the following cuts will be made:

20% reduction in K-12 sports budget (increase in pay to play fees)

Reduction in the work calendar for school site support staff
|
|
Reduce self-contained gifted bus routes to one bus
|
Discontinue all staff perfect attendance incentives
|
|
Discontinue signature program shuttle bus
|
2.5% budget reduction in all district staff
|
|
Discontinue all K-8 after school activity bus routes
|
Discontinue all 9-12 after school activity bus routes
|
|
Reduce reading and instructional coaches to one coach position per school using non-M&O funding

In March, the Dysart District community passed the renewal of a district override, averting nearly $15 million in cuts to the district. However, a few days later, the AZ Legislature passed a state budget which provides devastating cuts to public education funding. While items in the override have been protected, other cuts are needed to reduce the district budget. Protected items include full day kindergarten, maintain art, music, PE, band and athletic programs, maintain K-3 reading program with an Instructional Growth Teacher and Interventionist in each building, and maintain current class sizes. We are grateful for our community’s support of the override and are committed to continuing to work to provide the quality education all our students deserve.
The budget cuts to Dysart’s 2010-2011 budget total $9.7 million. If the state-wide election for Proposition 100 (temporary one-cent sales tax) does not pass, Arizona school districts will see an additional reduction to their budget. If the sales tax is unsuccessful, Dysart will be required to cut nearly $19 million from next year’s budget. Assistant Administrators, one office position per school, and after school Activity Buses are a few of the planned reductions. The budget cuts may also be viewed at www.dysart.org. Luke hopes to use Title I funds and Tax Credit monies for Activity Buses, in order to offer students after school tutoring and clubs.
A Town Hall meeting for the community will take place on Monday, April 19, at 6:00 P.M., at Valley Vista High School. The meeting will be held in the auditorium.
7. May 18 Referendum-Arizonans will vote on adopting a sales tax on May 18. Dysart is working to finalize any additional cuts but must wait to make final decisions based on the outcome of the referendum. DUSD will share more information after May 18.
8. Human Growth and Development-The Site Council meeting was shortened due to the Human Growth and Development Parent meeting. Parents of sixth graders were invited to attend a meeting on April 15 to receive information concerning the Human Growth and Development classes being offered to sixth graders.

3. Parent Involvement Survey – This survey will be attached to the April Newsletter and sent home with students. It will also be available on the Luke website. Site Council will study the results of the survey to see what Luke’s strengths are and find areas to improve.
4. Override Update-The AZ legislature recently passed a budget reduction bill which made further cuts to education. Many school districts across the state must eliminate All Day Kindergarten. Fortunately for many students, the Dysart override passed thanks to the efforts of many to distribute flyers and thanks to the voters of the Dysart community! All Day Kindergarten will be offered next year as a result.
5. May 18 Referendum-Arizonans will vote on adopting a sales tax on May 18. The recent budget cuts to education reduces $6 million from Dysart’s 2010-2011 budget. If the sales tax does not pass, Dysart will have $11 million cut from next year’s budget. If the override had not passed, we would be facing an $18 million budget cut next year.
6. Family Night-Many families attended Luke’s Family Math Night on March 11. Tiffany Ingram, our Math Interventionist, coordinated this event. Veronica Lowe trained parents in using Study Island, Gradebook, subscribing to Luke’s website, and the Meal Pay System.
7. Human Growth and Development-Parents of sixth graders will be invited to attend a meeting on April 15 to receive information concerning the Human Growth and Development classes being offered to sixth graders.
8. April Meeting-Site Council will discuss the results of the Parent Involvement Survey and staffing for next year.

1. January Minutes - read and approved.
2. Mark McCall - Instructional Coach
Mr. McCall gave a presentation on iPAL. He explained how teachers access and use student data for planning instruction and assessing student academic progress. This program was created by the Information Technology Department and the Educational Services Department of the Dysart Unified School District. iPAL integrates data for the success of all students. Similar programs on the market were very expensive and lacked features that iPAL offers teachers. This technology tool was introduced this school year. Three components of iPAL are as follows:
iPLAN, the curriculum application, displays pacing guides, curriculum maps, and resources all tightly aligned to State Standards. Also included is the Houghton Mifflin core reading program, word documents, PDF files, and Power Points for all subject areas. The IT Dept. is continually adding lessons and support materials to iPLAN for grades kindergarten through High School.
iLEARN, the professional development application, displays district offered professional development opportunities as well as a transcript of the learner’s completed courses. Teachers use this feature to register for classes, fill out surveys evaluating the instructor and information delivered during the class, and to print out certificates necessary for documentation purposes. Teachers need 180 hours of professional growth every six years to recertify. Teachers use the knowledge gained to benefit students and use the certificates as documentation of professional growth for the AZ Dept. of Education.
iASSESS, the data application, displays school, grade level and individual student data so that the teacher/user can view the areas, by AZ Concept, that are weakest. This feature provides teachers a vast amount of student data to use as a diagnostic in providing differentiated, targeted instruction. The data is itemized to reveal the gaps in learning which must be filled in order for the student to progress academically. Teachers can obtain data results as a school, grade level, classroom, or individual student. Results include data from assessments such as the Terra Nova, AIMS, AZELLA, DIBELS, and the district Benchmark Reading, Math, Science, Social Studies, and Writing assessments. Longitudinal data is also available, making it possible to know where a student is, academically, who has transferred from another school in the district. Dysart School district is proud to have designed a program that supports teachers and students so powerfully. Teachers plan individual instruction based on this data. Luke is showing gains in student achievement in grades 1 – 8 based on this data. Seventh and eighth graders have made awesome gains. iPAL has provided teachers with a vast amount of critical resources, located in one place, at their fingertips in an instant, enabling them to provide quality instruction to reinforce objectives and fill the learning gaps for every student.
3. Parent Survey
Members discussed and gave suggestions for improving Luke’s Parent Survey. In order to bring good ratings up to excellent, this year’s Parent Survey is being redesigned to elicit specific needs, requests, and solutions for improvement. The revised surveys will be ready for distribution in April. They will be sent home with students and also be available online again through Zoomerang on Luke’s website. A suggestion was made to add a community dynamic question that would ask parents what activities they would like to see at Luke and what would compel them to get involved with Site Council and PTSA. Dr. Johnson invited further suggestions via e-mail. The new draft of the Parent Survey will be viewed and discussed during the March meeting.
4. Override Update-No Tax Hikes Paul Edgar and Ragen Jauregui shared DEA’s ongoing efforts to raise community awareness concerning the override election. Their goal is to get 500 parents to vote. Parents were given the opportunity to register to vote during the Kindergarten Roundup. Dysart’s Auto Dial left messages encouraging parents to vote. The Dysart Override Committee, DEA, PTSA, parents, teachers, and concerned community members have organized efforts to get the word out. Off site meetings have occurred. Voter registration records have been used to solicit volunteers. Volunteers have passed out door hangers and talked personally with the Dysart School District community. More neighborhoods will be reached. The Dysart Override Committee has also provided flyers and door hangers to raise public awareness of the facts concerning the override. A community picnic is planned.
Dysart will lose $5,000,000 per year without parent support in this special one-time public vote. Taxes would not increase; they would stay the same. There were two main problems concerning the November vote. The wording on the first ballot was misleading because it led voters to believe the vote was for a budget increase. Another problem voters faced was that poling places were changed.
Student academic achievement could suffer and a well rounded education could be jeopardized. In three years Dysart would face a $15,000,000 loss. The Dysart Override maintains class sizes, provides funding for art, music, physical education, band and athletics, guarantees funding for full day kindergarten, continues critical resources for the K-3 reading program, and supports lower K-3 class size. The benefit for students far outweighs property tax, which has actually decreased during the past four years. A $100,000 household only pays about $10 per month to provide all the above mentioned benefits for students.
Luke School’s website and Dysart.org have posted links for finding facts on the override and finding your polling place. Fact sheets have already been sent home with students and were published in Luke’s February Newsletter. Fortunately the state legislature supported this one-time special vote. The Override will be the only thing on the ballot. Voters must have been registered by Feb. 7. Voters can request an early ballot until Feb. 26. “Corner Sign Parties” will be held on March 4 & 8. Door hangers are personalized for Luke and stress the importance of all day kindergarten. Flyers will be handed out the Monday before the election. No Luke T-shirts or district clothing may be worn. Phone calls will continue. No tax hikes are required to keep benefits for students. The public will vote on March 9. Luke parents will vote at the El Mirage Community Center.

1. Mrs. Gossard’s Request
Mrs. Gossard requested funds for the cost of six cameras, six cases, six memory cards, and one replacement battery. The equipment will be used for the Year Book Club and to showcase student work throughout the school. Members viewed and discussed the documentation submitted and read the criteria Site Council must follow in order to approve requests. The request met all the legal requirements. Veronica Lowe made the motion we approve the request. Kelly Moncilovich seconded the motion. Members voted per consensus to approve Mrs. Gossard’s request, not to exceed $1, 000, for the photography equipment.

Luke is planning an important Community Night on March 11!
Veronica Lowe shared that Parent/Teacher Conferences will be held on March 11/12. It is critical that parents plan to attend their child’s conference. Parents will have the opportunity to take advantage of the other events planned on March 11. We’ll be having the PTSA sponsored book fair. Mrs. Lowe and student leaders will help parents learn to use the computer to check their children’s grades, attendance, Teacher Pages, and use Study Island. A Math Family Night is also planned. Luke appreciates all our student leaders and thanks them in advance for helping to facilitate the evening’s activities on March 11!

2. Minutes Approved: 10/29/09 Minutes were read and approved by unanimous vote.
3. Mr. Hojnicki’s Request: Compensation and applicable sales tax were requested for the Fitness Club equipment that was approved at the October meeting. Sue Bartram motioned to approve the request. Donna Smith seconded the motion. Members voted to approve the request unanimously. Funds are available through the School Designate category of Tax Credit Funds.
4. Tiffany Ingram’s Request: Ms. Ingram requested funding and compensation for her Cube3 tutoring sessions which will focus on Geometry. She submitted the necessary paperwork and also included Standards based lesson plans. She requested two kits for 24 students at a cost of $105.00 plus compensation for tutoring. Veronica Lowe made the motion to approve this request. Donna Smith seconded the motion. Members voted unanimously to approve this request from Tiffany Ingram.
5. Parent Survey: Site Council will revisit the Parent Survey during the December 17th meeting.
6. Campus Update: The Character Counts Committee hosted an assembly (K-8) to educate students on Bully Prevention. Awards Assemblies were held for students who made Honor Roll and Principal’s Honor Roll. Many families attended the Fall Family Carnival. Data Committees have been formed to study student data in Reading, Writing and Math. Four teachers serve on each committee and will monitor how we are doing with student progress in each area. The Parent Involvement Committee will focus on getting the community more involved electronically with Luke by using Gradebook, Study Island, and teacher websites. The District Benchmark II Assessments will begin Nov. 30.
7. ASIP Progress Report: Ms. Meier explained this continuous improvement plan to the members. Arizona requires Title One schools to set eight goals. Luke is a Title One School. Goals include Reading, Writing, Math, Technology, ensuring our students graduate high school, English Language Development, Parental Involvement, and to prepare ALL students to achieve mastery on the AIMS by 2013. The Data and Parental Involvement Committees will be working toward these goals.
8. Tax Credit Budget Update: The budget will be discussed at the December meeting.
9. Mission Vision Statement: This topic will be further discussed at a future meeting.
10. Parent/Visitor Comments: Only members were present. We will work on getting the word out that parents and community members are welcome to attend.
11. Member Comments:
Ø Benchmark Assessments: Ms. Meier explained how we use the district benchmark assessments as a tool to monitor student achievement. The benchmarks are aligned with the AZ Standards and thus are a good indication of how well students will perform on the AIMS. Student needs are identified. Teachers deliver specific, targeted, individualized instruction to prepare all students to make the expected academic achievement.
Ø Volunteers: Darletta Hurd asked about the district’s volunteer program. Ms. Meier discussed volunteer opportunities and the process required to become a volunteer.
Ø Family Resource Center: The Dysart Unified School District opened the Dysart Family Resource Center on Monday, November 9. The Family Resource Center is located at
12397 W. Thunderbird Rd, in El Mirage. The Family Resource Center is designed to provide assistance to homeless and migrant families within the district as well as families in need within the city of El Mirage. The center will offer free GED, ESL, citizenship, and job readiness classes to parents. It will also offer pre-school classes for targeted students. Parent workshops will also be available at the Family Resource Center. Upcoming workshops include:

1. District Survey
Members discussed and took the Dysart Strategic Plan Survey. Dysart has extended the survey deadline to November 6, to assure that all Dysart stakeholders have the opportunity to participate in the Dysart community survey. The Dysart School District is seeking parent, staff, student and community feedback through the online survey. The Dysart Strategic Plan survey can be found online at www.dysart.org. In order to take the survey, participants have to enter a pass code. Parents have received a postcard from the district with their random pass code. Parents can also receive their pass code by calling 623.876.7195. Community members can receive a random pass code to take the survey by calling 623.876.7195. The survey is completely anonymous and the pass codes allow each participant to take the survey one time. The Dysart survey is available in both English and Spanish. Survey results will be compiled by Progress Education Group and shared with the Governing Board as a part of the Dysart Strategic Plan endeavor. The results will be used as the district continues to work to accomplish the goals set forth in the Strategic Plan. 2. Mr. Hojnicki’s Request
Luke’s Physical Education Department plans to introduce the Luke Fitness Club. The Luke Fitness Club is designed to educate students about the five components of physical fitness, nutrition facts, and the importance of staying active. The club is for approximately 30 selected 5th – 8th grade boys and girls. It will meet on Tuesdays and Wednesdays during 2nd and 3rd quarters. Students will be trained in cardiovascular endurance, weight training, resistance training, body weight training, and some aerobic training. Students will be working with resistance bands, dumb bells, weighted bars, weighted balls, stability balls, and exercise steps. This program offers the basics of fitness training and exercise, which will benefit each student for rest of their lives. Mr. Hojnicki requests funds for the cost of the equipment plus shipping, handling and processing. Members viewed and discussed the documentation submitted and read the criteria Site Council must follow in order to approve requests. The request met all the legal requirements. Kelly Moncilovich made the motion we approve the request. Donna Smith seconded the motion. Ø We will ask Mr. Hojnicki to consider planning a Family Night to foster parental involvement in the fitness program and to utilize the new fitness equipment.
Ø Study Island- Luke’s administrators and teachers appreciate the positive parental involvement that is occurring with the use of Study Island at home! Students are also using this online program in class and after school during tutoring sessions. This program supports Luke’s academic goals which are to ensure our students excel in all academic areas, master the AZ Academic Standards, and exceed expectations on the AIMS. Study Island is designed specifically to prepare students for the AIMS. Luke is proud to offer its students, (K-8), this productive program which invites family involvement and is sure to boost student success in school. Research shows that the school/ home partnership is an essential component to increase student learning and development.
Ø Parent Survey - In order to bring good ratings up to excellent, this year’s Parent Survey is being designed to elicit specific needs, requests, and solutions for improvement. When the surveys are ready for distribution, they will be sent home with students and also be available online again through Zoomerang.
Ø Luke is committed to student achievement. Teachers, administrators, reading coaches, math coaches and Interventionists are meeting weekly and working together to study student data. The academic progress of each individual student is analyzed and discussed to ensure the child is making progress. Students Walk to Read and Walk to Math to receive individualized instruction to meet the specific needs of the child. Teachers receive research based, on-going training in reading and math instruction and use student engagement strategies in the classroom. Luke wants to see students not only meet academic standards, but we want students to exceed the standard. In order to achieve this goal, Luke teachers are being trained to write rigorous objectives and to deliver data-driven targeted instruction which is based on the AZ Academic Standards.
Ø A new 8th grade math teacher, Julie Harvey, has been hired.
Ø Luke has set up a computer lab for all students to use for academic assignments and Study Island.
Ø Luke Student Council is hosting the Luke School Carnival on Saturday, November 7, from 11:00 – 2:00. Student Council members have worked diligently planning this big event. We hope there will be a huge turnout. All grade levels and special area teachers have planned lots of fun for everyone to enjoy! There will be many booths including a Lollipop Pull, Bean Bag Toss, Cake Walk, Face Painting, an Arts Center with painting, stencils, and brushes, Toilet Paper Roll Toss, Fish Game, Dart Game, Nail Pounding, Basketball Toss and so much more! There will also be a booth where Dr. Johnson and many others can be doused with water if your aim is right!
Ø Luke Site Council urges all parents to be sure to VOTE on Tuesday, November 3. No new tax money is required for the renewal of the levy override. More information can be found at Dysart Override Facts http://www.dysart.org/override/index.html.

1. Reviewed meeting norms. Members agreed to norms by consensus.
2. School-Parent Compact required by NCLB. Members reviewed the current compact and agreed the compact was too cumbersome and needed to be updated. It was outdated due to being largely compiled before school websites were established. Unnecessary information, which is now available on the Luke and district websites, was identified. Site Council considered an alternate compact sample. The current compact and alternate sample were compared and discussed. The alternate compact was edited to suit Luke Elementary School. Members agreed to adopt the new compact version by consensus. The new version will be sent home with students.
3. Parent Survey - Spring 2009. Members revisited parent survey results and written comments. Results were positive overall. Luke needs clarification from parents in order to set goals to improve our communication with them. 4. Parent Communication /Student Support. Ms. Meier shared that Luke has hired a Reading Specialist/Interventionist, a Reading Instructional Assistant, and a Math Specialist/Interventionist for fourth, fifth, and sixth grades. Student progress will be shared with parents to enhance Luke’s school/parent communication.
5. Tax Credit Funds. Mr. Barteski requested funds for portable soccer goals and nets for student use on Luke’s field. They are safe soccer goals with anchors. Site Council members voted by consensus to approve Mr. Barteski’s request, not to exceed $6,000, for this athletic equipment.

1. Reviewed membership guidelines as a two year term. Membership is in compliance
with state guidelines. Site Council will meet once per month. Decisions are made on consensus. The council agreed Dr. Johnson will continue as chairperson of the committee. The council agreed Sue Bartram would be the Recorder.
2. School Report Card: Luke is now a Performing Plus school. We will strive to be Highly Performing this year. Luke’s goal is to increase the number of students who Exceed in all areas on AIMS.
3. Tax Credit Report: Site Council makes decisions concerning the use of Tax Credit monies, adhering to strict state guidelines. Luke has a $200,000 balance, with $155,000 being undesignated and the remainder being designated funds. Designated funds were used for sports equipment and uniforms. Tutoring and Summer School were funded by the Enrichment and Remedial portion of Luke’s Tax Credit Fund. Last year $1,927 was used to fund equipment necessary for an after school activity, Dance Revolution, which supported Physical Fitness Education. Thirty students participated in this four week session. It was a great success. Dance Revolution is planned for use this school year also.
4. Thank You Cards: Ms. Sauer, Luke’s Art teacher, had her students write thank you letters to everyone who contributed donations to Luke’s Tax Credit Fund. The students received thank you notes for their thank you notes.
5. Special area classes are scheduled in a ten day rotation format this year.
6. Study Island: By consensus, Luke’s Site Council approved an expenditure of $23,000 for the purchase of Study Island, a web-based AIMS preparation program. This contracts a two year period from August 2009 through January 2012. It is designed to help students master the skills and knowledge described in the Arizona Content Standards for Reading, Writing, Math, and Science. Students K-8 will have unlimited access and can use it at school, home, or anywhere there is an internet connection. The program features a standard test mode and interactive games which provide immediate feedback and remediation for students. Teachers will be trained to guide students through the program, create assignments, monitor student achievement, and identify deficiencies for each Content Standard.
7. September 17th Meeting: Site Council will meet on September 17th at 5:30 to discuss the Parent Survey, the status of Study Island, and to share ideas for possible uses of Tax Credit funds.
